At any time when introductions are made, it always begins with the highest ranking house starting with the Matriarch (or Parriarch), then Patriarch (or Parriarch). If a Matriarch, Parriarch, or Patriarch is a consort to someone of a higher ranking house, they are introduced first as the Consort, then as Matriarch/Parriarch/Patriarch.

I.E. The Matriarch of House Felis is wedded with the Patriarch of House De La'Mor. When he is introduced, it is first as Consort to the (Matriarch's name) then as Patriarch.

Consort is higher than House when the members are of separate Houses, and Rank is higher within an individual House. If two people of equal ranks were to become consorts, the one with the higher House would take prevalence. If they are of the same House, the female goes first. If they are both females (or both males) then the one with the name that comes first in the alphabet is introduced first.

The one exception to this is House Andorian -- The Matriarch and the Patriarch are always introduced by the one whose name falls earlier in the alphabet.

The First is always introduced after the Matriarch and Patriarch (or Parriach). They are the third part of the inner house leadership, and they are the right hand person of the Matriarch/Parriarch/Patriarch.
